Check voice readiness without creating a voice session

Returns a short-lived, metadata-only readiness snapshot for signed-in desktop clients. This endpoint does not create a business voice session, does not start an ASR provider session, does not upload audio, and does not write usage events. POST /v1/sessions remains authoritative for auth and entitlement when Fn dictation starts.
